About the program

Qualified entrepreneurs are granted permanent residency in Canada under the Canada Start-Up Visa program. The initiative seeks to attract creative entrepreneurs to Canada, connect them with private sector organizations in Canada (venture capital funds, angel investor clubs, or business incubators), and assist them in establishing their innovative start-up companies in Canada, providing great potential for expansion globally.

The program initially was launched by the Canadian government to encourage successful businesses to relocate to the country. Foreign business owners can apply for a visa to become permanent residents of Canada under the Start-Up Visa program if they have a commitment for funding from a Canadian venture capital or angel investor organization.

The entrepreneur's position as a permanent resident becomes official immediately once the visa is approved. The Canada Start-Up visa is a reflection of quick, equitable, and flexible immigration system that supports the economy and fosters national development of Canada.

Eligibility and requirements

Candidates for the Start-Up Visa program in Canada must satisfy four key eligibility standards: 

  • Possess a qualifying business (that is scalable, competitive, and creates jobs);
  • Secure an endorsement from a specified body in the form of a Commitment Certificate and Letter of Support; 
  • Own adequate, unrestricted, transferrable settlement funds that are updated annually to support the applicant and the family (same criteria apply to skilled workers); 
  • Through standardized testing, demonstrate sufficient proficiency in either English or French (Canadian Language Benchmark level 5).

The prospective business must be formed and operating in Canada at the time the commitment is made in order to be eligible, and it must also have the following: 

  • The applicant controls at least 10% of the corporation's voting rights (up to five founders);

AND

  • No other individual or entity owns 50% or more of the corporation's total voting rights.

The same business investment may be used to support the permanent residency applications of up to five candidates. However, certain candidates could be considered vital to the desired business. All other candidates under the same business investment will have their applications terminated if any of the essential applicants withdraw their application or are rejected for other reasons. 

In order to start working in the company while their application for permanent residency is being processed, applicants who have obtained a Commitment Certificate from a specified body may be eligible to submit an application for a temporary work visa.

Documents needed for Canada Start-Up Visa

The following is the list of mandatory documents for successful Canada Start-Up Visa application:

  • A valid copy of the passport;  
  • Resume or curriculum vitae;
  • Valid address in the country of origin;  
  • Contact information;
  • IELTS or a comparable English proficiency test (e.g. TOEFL).

Also it is necessary to present business idea, for instance, you could be required to give a live presentation of your company idea or submit a thorough business plan. A letter of support will be sent if the business and the specified group can come to an agreement.
