Employment Agency Requirements in Latvia
Attracting foreign workforce to EU may be complicated, however any company registered in Latvia, fulfilling a set of conditions and requirements, can receive a job placement service license issued by the State Employment Agency (NVA). Its receipt is regulated in Cabinet of Ministers (MK) regulations no. 458 "Procedures for licensing and supervision of merchants - employment service providers".
t doesn't take a lot of time to receive an employment service license because the process is simple and straightforward to grasp. EU LAW FIRM has more than 10 years of experience in obtaining licenses for employment agency services in Latvia and other countries of the European Union.
When the license is necessary?
Employment service license is necessary in case the company specializes in matters related to HR or is established to function as an employment agency in Latvia. The employment service license in Latvia allows the company to provide job placement services in Latvia, also extending the services to other countries in the European Union. The license for employment services is used to find, hire, and lease both domestic and international workers.
Only a business that has been granted a license by the State Employment Agency (NVA) to provide job placement services is permitted to do so (consultations regarding job placement, information on the vacant workplaces, job placement or other employment-promoting services). Even though job placement services are provided for free, a license is still required to provide them.
The license for employment services is also a helpful tool for businesses whose primary operation is something other than providing employment services. As a result of the long-standing labor need in Latvia, the firm attracts possible collaboration partners after it is granted a license for a job placement service.

It is required to apply for a residence permit, the foundation of which is employment with a certain company, in order to hire foreign employees. Foreigners are only permitted to work after obtaining a residence permit.
