- members of the administrative bodies of the merchant have not committed intentional criminal offence towards a person’s human rights, property and criminal offences in the national economy or in the service of state institutions;
- the members of the administrative bodies of the merchant have not been members of the administrative bodies of such merchant for which the license has previously been cancelled;
- the merchant has not previously cancelled the license.
